Had to uninstall Nortons Internet Security 2004. Trying
to reinstall and keep getting ERROR message that this MSI
need to launch through SETUP. What can I do to get it
back to normal?

You haven't completely uninstalled Nortons. Your best bet is to go to www.Symantec.com and get the utility that they provide for free that will completely remove "all" norton settings. Good luck.

Hi:

If I understood correctly, you wish to uninstall NIS 2004. NIS 2004 cannot
be uninstalled using remove option. Instead, you have to use "Change"
option in Add/Remove.

Have you tried system restore?
