Microphone allocated?

When I try to run a process that accesses the microphone,
it works allright if I run it from an administrator account.
If I run it from a limited permissions account, either the
process just dont get any data from the microphone or
I get the message
"Record open failed - device already allocated".

Do devices like microphones have permissions like
files on a disk? What can I do to access the microphone
from a limited permissions account?

My system is Windows XP Pro SP2
My audio is SoundMAX Integrated Digital Audio
