I am using Outlook 2007.

When email is manually moved to Junk Email folder the counter is set OK, but
the messages is never there. I just see a message, "There are no items to
show in this view".

Also for the past week NOTHING gets sent to the Junk Email folder although I
normally get 2-3 a day.

No new software was installed, nor were any changes made within Outlook. I
ran the program, "outlook.exe /resetfolders", but that did not help. i am
running Vista.

Thanks much.

Sounds like you have your view set to show unread items only or have a
filter applied.
You can change your view of the Junk E-mail folder via;
View-> Current View-> Messages

If that doesn't work, reset the view via;
View-> Current View-> Customize Current View...-> Reset Current View
