Junk Email Folder Missing

Hello,

I have a user whose Outlook 2007 mailbox is missing the Junk Email folder. I
have tried running the Outlook.exe /resetfolders and Outlook.exe
/resetfoldernames commands, but the folder will not come back. We are using
Exchange 2007. Any suggestions are appreciated.

I found the Junk Email folder under the Notes folder, but when I try to move
it back under Inbox, I get the message: Can't move the items. Special
folders, including the Inbox, Contacts, Calendar, Notes, Tasks, and Journal
folders cannot be moved."
