Message when booting the system

Each time I restart the system I get the following message:
Artgalary.Exe can perform several tasks:
Artgalary.Exe <no parameters> registers the clip Gallery on your computer
Artgalary.Exe Special file.Cil unpacks the CIL file and adds these graphics
to Clip Gallery. This is used in the Download-from-web feature
Artgalary.Exe also provides access to the Clip Gallery OLE Server 16 bit
Applications. In theis case it is launched by the operating system in a
special mode

I have not installed any new software. The Sytem works fine once I close the
message, but this is the first time I am seeing this.
Is this a problem and how should this be fixed?

From the start menu click on 'Run' and type in msconfig..look for any
artgalary, or ms Works entry listed and remove the check mark, reboot your
computer, and when you see the message telling you that you have made
changes, click 'do not show this message again' or however it's worded.
Then, restart and see if you still get the message.
