Message sent as HTML but received as plain text

When I receive an Email into my Junk Mail folders, even if it was sent in an
HTML format is gets converted to plain text. If you drag and drop the same
email into an inbox it converts back into HTML. Why is this and what can be
done to display all Emails as HTML whether in my inbox or junk mail folder?
This is true for both my POP3 and HTTP mail accounts.

That is a new security feature in Outlook 2003 SP2 also to prevent phising.
Why would you want to change this? If you are going to read it, it is
implied that you don't consider it Junk and move it out of the Junk E-mail
folder anyway which restores the message.

Thanks for your response and I do understand what you are saying re:
security etc. but my choice is to display all incoming messages as HTML no
matter what folder they are sent to. So is there no way of enabling HTML in
my Junk Mail folders?
