HTML message sent out to myself comes back as Plain Text

Even though settings are set to HTML, I'm receiving my message back in the
Inbox in Plain Text. The Sent Items shows it as HTML when it was sent. Why
is this happening?

If you are using exchange, these settings can be inforced on the exchange
server - regardless of what you setup on outlook...

I just tried sending a HTML message on Outlook Express to test this since
both Outlook and Outlook Express use the same exchange server and the message
came back to me in HTML, so I don't think it's the exchange server.
