html email messages do not render correctly

The following happens in outlook 2003:

When an email message that was sent as a html email as opposed to a plain
text email, it displays in my inbox as jibberish.

For example--I had a person send me the message "test" as the body. He sent
it as HTML email and it displays as:

\IXF\N.T8VMNSOVTDSOI\VCVLLW1\LLXNXVMNSOV\OUVN4CB4_C_6BC9LL8OCIIR\MNSOI\M8XXI\NINO8ISR44CLR\LNINO8IIR\S8NXVSCC4VR1C_FW\6BCRBCVNF4RVN6BCRBCWCCRDCLSC59SVNSC44RCWC4VC4N__CIIR\S8NXVN6BCRBCWCSIMNSOVIOUUOEOUUOWWMECVBC5RW_8O8WXNFWI\LM8XXIIR\SFX.I\IVVV\6BFR4CRTVO465VCRDCL49C_BVO645CCVVVIIR\TI\6FONV4__RWEISC59


However,if that same person sent me the message "test" as plain text as
opposed to html, then it displays correctly as "test".

On which operating system are you using Outlook?

yes, the person that sent me this "test" message has outlook 2003, though it
doesn't just happen with this one person it happens with all html email
messages that I receive. . I can't say for sure what versions of outlook
everyone else is using that sends me html messages though.

I don't know if it matters, but I also am using IE 7.

Here is another hint for you that I just figured out:

If I open up the jumbled html message, and go to View---> Encoding the
default is set at US-ASCII. If I change it to Western European (windows) all
of the sudden the message displays correctly. I can then close this message
and it asks me to save, and I do. From then on that specific message displays
correctly, however the other html messages are still defaulted to US-ASCII.

of the sudden the message displays correctly. I can then close this
message
and it asks me to save, and I do. From then on that specific message
displays
correctly, however the other html messages are still defaulted to
US-ASCII.

I'm afraid I'm not real familiar with the efects the various encodings have
on how a message appears. I know, though, there are others reading this
list who do, so I'll defer to them.

I think US-ASCII is what outlook is defaulted to so i'm not sure why it's not
displaying correctly. It was working fine until about a week or two ago. If
anyone can help or tell me how to make Western European (windows) the
default, please help.

How about Tools>Options>Mail Format>International Options in the "Encoding
Options" section?
