Meeting requests not booking as tentative

when someone sends you a meeting request it goes Into your calender as
tentative , and only if i reject the meeting request it
should disapear. \
What is happening with this user is that it does not enter into the calender
only untill you double click the item in the inbox does it create and entry.

Ihave tried a diferent PC, O.S , version of outlook , even deleted his
mailbox. still does the same.

what could it be?
