Calendar Meeting Request Busy then Tentative

Ladies and Gentlemen,

I have a user here who is having troubles with an executive's
calendar. The user places the meeting on the executives calendar
marking the time as busy. Afterward she sends the meeting request to
the executive (via an invitation) as a form of notification. Doing
this marks the time as tentative since he has not formally accepted
the invitation. She mentioned that this was not the case in the
past. I have not been able to replicate any other scenario. Does
someone out there do the same thing? Thanks yall.

As far as I know it has always worked that way - the appt on the calendar
will show as tentative until someone accepts in the actual appt. It will
then show as busy time.
