I am trying to cancel a reoccurring meeting I scheduled without sending an
alert to the participants. The only two options I receive are to send the
update or cancel the request to cancel the meeting. Is there a way to cancel
without sending the alert to the participants?

So you want your participants to attend the meeting, but you know longer wish
to go or have it on your calendar, correct? Try this: create another calendar
folder and move the event to that calendar. Outlook should remove it from
your main calendar and I don't think Outlook will ask if you want to alert the
participants. Now delete the extra calendar folder.
