Do you get that error in Windows, or on boot up? You'll have to give as much information as you can so we can help.

Sorry. It is when I try to access my external hard drive after Windows is all up and running. I plug my External H/d into my USB port and everything slows down and I get this error.

try leaving the HD/usb connected and reboot the system, you should not plug in when the pc is running as this will cause a crash.

What Windows are you using? What is the Motherboard? What make is the external USB drive? Is it a 'real' USB drive or one mounted in a 'Caddy'?
