Maximaize new windows

When I click on a link, the new window opens but not
maxiamized.
Where is the setting to force all new windows to open
Maximized?

and scroll to Opening Internet Explorer Full Size

1. Open a link.
2. Don't use the maximize button.
3. Stretch the edges/corners so that the window fills the screen.
4. Close all other IE windows.
5. Close the stretched window last.

However, the above procedure is not equivalent to SHOWMAXIMIZED API call.
Best option is to use "IE New Window maximizer"
