Making Phone Calls in Outlook

I am trying to set up my computer so that I can make phone calls from
Microsoft Office Outlook. I have a modem the modem is working properly. I
have it hooked up to my phone jack. I have a headset that works. All the
dialing properties are set properly. But every time I go to make it call the
following comes up: "Another program is using the selected telephony devise.
Try again after the other program is finished"

What does "go to make the call" mean? Is this a voice modem? What dialer
are you using?

I hooked up my headset through the mic and speaker (green and pink) and
then
I click on my contact that I want to call and click dial, the message then
appears.

Do you have any modem apps that run at system boot time? Are these
input/output jack on the modem itself, or they for your sound card?
