Make Available Offline Grayed

Windows XP SP2. Have shared folder on network. When I right click on the
folder, the popup menu "Make Available Offline" is checked but grayed out.
How can I enabled this feature for this folder - so I can uncheck using popup
menu. I'm the administrator too - not sure how to have menu item enabled
(non-grayed).

1. Click on the Start button and open My Computer.
2. Select the Tools menu at the top of the window and Click Folder Options.
3. Select the Offline Files tab.
