Offline Files not giving me full access

I have a new XP Pro laptop. Trying to set up Offline Files. Logged in as my
domain account, on the OF screen, the two "Synchronize all offlines files"
options are grayed out. My domain account is a member of the Domain Admins
group. That group is a member of the local Administrators group, so I should
have full local rights. When I turn on OF, it automatically chooses some
folders on network drives to set up for OF. If I right-click any folder to
toggle OF on/off, the "Make available offline" option is also grayed out. OF
is basically unusable like this.

However, if I log on as the local Administrator, the two "Synchronize all"
lines are NOT grayed out. I don't see what would be different as my domain
account should have the same privileges as the local Administrator account.
The local Administrator account is not a member of any other group besides
Administrators.
