Mail Merge and html format

Last night, using Outlook 2003 with Word 2003 as the editor, we were
trying to perform a e-mail merge. When we got to the step of actually
sending the email it displayed an error about the messages not being
sent. This has worked in the past. The mail format was set to HTML.
Eventually I figured out that if the message format was set to either
plain text or attachment, the email would successfully be sent.

What do we need to do to have the email sent in HTML format?

A second annoyance was with the sending itself. I message popped up
verifying that we were deliberately sending emails. It gave an option
to allow this for the next xx minutes. We selected 10 minutes and the
message did not reappear for 10 minutes. Then another warning message
popped up asking if we were aware of this virus-like activity sending
an email. This one only had a yes/no/cancel option and reappeared for
every name in the distribution list. We had to click Yes nearly 150
times. Is there a way to disable this level of checking?

HTML is actually the preferred format for merges to electronic mail and is
the only format that will work without generating the security prompt.
Something is wrong with your installation. What changes did you make since
it "worked in the past?" What was the exact error message?

The only changes are the addition of the last years worth of MS
patches. The last time that we tried this was about a year ago. The
message that appears just above the To: line is something like "The
messages have not been sent."
