I set up my email with windows mail and came to find out all my mails were
deleted with my internet service provider. Is there any way to recover those
emails back to my inbox on my ISP account?

The short answer is no, not unless your provider offers IMAP as well as
POP access.
To prevent this from happening in the future, go to Tools, Accounts,
select your mail account, Properties, Advanced, select
"Leave a copy of messages on server."

Email providers actually provide you with an email address. Like
Hotmail, Yahoo or your ISP.

Windows Mail is an email client, it is not an email provider.

Clients act like a mailman. They go to the post office (your email
provider) and get your mail and deliver it to your house (your computer).
