Mail downloads header but not Body of message

My problem only occurs during shutdown of the computer. Before shutting
down at night I start Windows Mail and check for new messages. I then close
the mail program and shut down the computer.
The next day after turning on the computer I start Windows mail and at times
find a new message (header only) waiting. I have not clicked on receive
mail and the program is not set to receive mail upon startup. The time
stamp of the new header is from the night before when I shut down the
computer. New messages sent after I shut down last night are not shown
because I have not yet clicked on receive mail. This is why I believe the
message header was received the night before during shutdown.
The problem is only the header is received. If I click on the header, I get
an error message saying the message is not available. This tells me it has
already been deleted from my ISP's server and therefore lost.
The problem does not occur when I close (shutdown) Windows mail and then
reopen it later in the day. It only occurs when I have shut down and
restarted the computer between the closing and opening of the mail program
and then only when there happens to be a message sent at that time.

I would not assume that just because Windows Mail says
"the message is not available" that it was already deleted
from the server and therefore lost. When this happens,
have you followed up by going to your provider's webmail
( https://webmail.cfl.rr.com ) to see if that message is
available in webmail?

Sorry to hear that. As a safety measure, you should change a
setting in your Windows Mail. Go to Tools, Accounts, select
your mail account, Properties, Advanced, check the box for
"Leave a copy of messages on server." Depending on how
much server space your ISP allows, you will want to select one
or both of the two associated 'remove' options.

With that in place, at least you can see the missing message
via webmail. As to why this is happening, I don't know, that
symptom is very unusual. If it happens a lot, I would
upgrade to Windows Live Mail: http://get.live.com/wlmail/overview
