Is there anyway to filter vpn clients by the MAC address of their computer,
either nativley in W2K or 3rd party ?

Probably not. The MAC address is not usually even sent over
multiple hops so it doesn't make much sense.

You can filter by groups however using RRAS policies and
if you prefer you can use L2TP with certificates to restrict
this even more effectively than by MAC (which could be
forged anyway.)
