Here is a solution to the error, in case anyone still suffering from
this painful error.

A friend of mine just had this error a week ago. His PC is running
Wndows Xp upgraded from Windows ME. Here is what he did to fix it:

(1) boot the system, go to safe mode (F5 or F8, or ... depending on
individual system
(2) under safe mode, insert Window XP CD into the drive, and start
setup
(3) when asked, chose "upgrade" instead of "new installation", click
"next"

Let it finish. Amazingly, all his application softwares are still
there, intact.

What he did is called a repair install. Can be done this way as well:
Repair install:

Boot from the XP cd, and when prompted hit enter to begin setup. Press F8 to
accept the license agreement. It will then search and find your existing XP
install. Select it, and choose R for repair. Back up any important data
files in case something goes wrong.

The approach that is preferred is to boot the CD direct (so you do not
even need to be able to get into Safe Mode) and in Setup use 'Repair
Installation'

I tried to do a repair and the system led me to a screen that asked
for an administrator password. It then failed to accept the password.
What next?

You didn't do it correctly. What you tried to get into was the recovery
console. You don't want that. You have to read the instructions on the
screen carefully. Recovery console is not repair install. To repair
install(as I already posted yesterday):
Boot from the XP cd, and when prompted hit enter to begin setup. Press F8 to
accept the license agreement. It will then search and find your existing XP
install. Select it, and choose R for repair. Back up any important data
files in case something goes wrong.
