Low Browsing Bandwidth on XP machine

I have an XP desktop machine that cannot exceed 2mbps download speed on
speakeasy speed test and wanted to see if there were any suggestions. I have
recently upgraded my router and nic card and don't know what other bottleneck
I might be missing. Nic set on auto; connecting speed 1gbps (I know that is
minimally relevant here). I had the same issue on the previous router so I
am guessing there is something in hardware/software that is limiting my
bandwidth somehow. I have an IBM tower with P4/2.3GB processor and 512 ram
installed. No high readings in task manager. Switched cables; tried other
nics; scanned for spyware/malware. My other wireless workstations/laptops
downstairs are getting 4+Mbps wireless. Other directly connected stations
hitting almost 10Mbps. Please help. Thanks.

TCP/IP settings can have the affect of "Throttling" the throughput of
your connection. Run the online test for settings here:http://www.speedguide.net/analyzer.php
Alternately there is a optimization program called TCP Optimize that
may help:http://www.speedguide.net/downloads.php

I know of one "standard" installed Network service that can cause
slowdowns. Try unchecking "QoS Packet Scheduler." This service seems
to only really work if the router has the QoS service on it.
