Place the Windows XP disc in the CD-ROM drive and boot
from it. When it gets to the menu, go through the options
until you find a repair option. It is the repair option
that does not require a repair diskette. I am sorry that
I cannot remember the menus specifically, but the option
should not be too hard to find. Just look through the

As an alternative, there may be a backup of this
file in windows\system32\dllcache.
If it's there, copy it into
c:\windows\system32\restore
