Lost System Tools from Start Menu

I had a new hd installed and had my files ghosted to the new drive. However,
now I cannot find any of my system tools. They are not in my start menu,
they are not located in any folder on my new drive. When I access Control
Panel and Administrative Tools, the folder is empty. Is there any way of
repairing this without reinstalling windows?

If you just installed the drive,either do a repair installation(no software
is lost),
or install xp cd,exit the info page,go to run,type:cmd In cmd type:Sfc
/Scannow
