Lost Notes not backed up in OWA

I work at a university and like many, we subscribe to OWA. Last week the
hard disk on my university machine failed and a lot of my data was lost. I
went to Outlook Web Access and found that my notes had not been backed up.
This is very troubling. OWA generally speaking is a very poor product and it
surprises me that while Outlook is quite robust OWA is frustratingly weak.

What's your question exactly? OWA is a direct look at what's in your actual
mailbox on the Exchange server; it's not a back up in any way. It sounds to
me that you have had sync issues long before your university machine failed
so all your data was still kept locally.
