SOLVED THE NO HIBERNATE TAB / NO STANDBY BUTTON PROBLEM !
ok, after 3 days of casual troubleshooting i isolated the problem to
an unsigned driver = WinRT.sys from Bsquare, inc in Bellevue, WA near
microsoft headquarters, the driver was old for win NT from 1999, i don't know
how it
got on my 2004 machine, anyway it's some hardware driver development tool,
it's not signed and there is not much info on it... very suspicious, google
has not links to malware, the newer driver 4.1 is not supported anymore, all
developement of winrt stopped but it costs about $2000 if you want to by that.
note: i had other unsigned drivers too about 8 of them but they do not
affect the power settings, just this driver does. I disabled the driver, so
far all quiet and no problems, hibernate tab is back and standby button is
back too.

How I isolated the problem, i used sigverif tool from run to search for all
unsigned drives ( .sys type files ) in windows, windows\system32,
windows\system32\drivers, then i disabled 1/2 of them, than another 1/2 and
so
on till i pinpointed the WinRT.sys driver to be the problem, was the last
sucker on the list.

Tinkerer, please can you do the search on WinRT.sys under
windows\system32\drivers folder and see if you have that driver there and
also what version it is
or see if it's loaded under device manager...
i suspect that i might have an older version.

thanks.
ps. was not the video card, was not hardware related, there are many
unsigned drivers that are ok with acpi power settings.

Glad you've got it resolved bluelagoon. I can't find that driver anywhere
in my system.

Hi bluelagoon_HP,

Sorry for the delay. In the meantime I tried the test #1 and the Standby /
Hibernate options were available. I'm glad to know that you've cracked the
problem already (WinRT.sys). Good job done.

right click on newwork adaptors, un check the one that says let the computer
turn off standby mode, and it will work from then on
