lost administrative user permission

For some reason Windows XP will not let me change the startup list in
MSCONFIG. When I try to make a change it tells me that I am not the
administrative user and I don't know why. I did at one time set up a second
user name but didn't like it so I deleted it. Now I log in as main user and
the Control Panel shows I have full privileges. There is a guest user
icon with limited privileges that I do not use.
How do I fix this problem?

Hello Jim

Are you using a security program such as Zone Alarm full version or
McAfee which "firewall" the operating system?
