Not logged as administrative user

I read where one should not operate from your administrative user account
because of security concerns. Therefore, I created a second login account
with limited permissions but then erased it when I discovered it was a pain
to set it up with my email addresses and such. Now I get a warning that I
cannot make changes to the STARTUP list using MSCONFIG.
I am told to go to the administrative user account but I am already there.
What do I do?

That's correct.

That problem is caused by poor third-party software.
