Lost ability to run DOS apps suddenly

When I'm trying to start any DOS app, I'm getting the following error:
[16-bit MS-DOS Subsystem]
<My app name here>
<My temp dir here>\. Cannot create the temporary file for initialization, or
it cannot be written to. Ensure, etc.
and the only choice is to terminate the program.
Of course, temp folder exists and Everyone have Full Control. What can be
done about it?

Well, I've tried that, but to no avail. I've found that applications runs
normally under Administrator account, so there must be some permission
error. Any idea how to find & fix it?
