Looking for program regarding IE cookies

To Allow or Block a site from setting cookies in Internet Explorer you
have to do the following steps:

1) Click "Tools" menu item.
2) Click "Internet Options" menu item.
3) Click the "Privacy" tab.
4) Click the "Edit" button.
5) Type in the web site.
6) Click the "Allow" or "Block" button.
7) Click the "OK" button.
8) Click the "OK" button.

Why did they make it so many steps?!?!?!?!

Is there a third-party, freeware program that will let me Allow or
block sites more easily?

I don't want a program that blocks cookies. I want to use IE's cookie
blocking capability.

I just want a program to help me Allow or Block them in fewer steps.
Thanks!
