Long delay to start programs

The Wizard of Odd

Once the computer has fully booted up, it has been taking up to 4 minutes
before i can open any programs. This is something recent. The desktop
starts up normally, but any program i try to start, just doesn't open. Then
after 3-4 minutes, all the programs open all at once. From then on the
computer works normally. I've checked the computer with

Norton Anti-virus
AdAware
NoAdware
HiJackThis
Easy Cleaner
Spybot Search and Destroy
JV16 Power Tools
CW Shredder

and eliminated anything suspicious. But it is still happening.

Any ideas? I'm using Windows XP (home) with an AMD 1800+.

It would appear that there are [is] something that bis starting up
automnatically and slowing down the computer. Of course once running
everything esle works normally.

Check in your Startup folder and remove any applications that you do not
want: alternatively use sytem restore and reset the PC to a time when
everything ran fine. Then reinstall any applications one at a time, if any
were installed after the restore point.

On my home PC (AMD Athlon 1400), I get a long delay while XP Pro SP1 boots
up - the screen with the XP logo takes an age. All my Internet-connecting
programs load really slowly initially, but they are fine when loading from the
cache. Again, I have checked the PC with the programs below, and monitor for
any new processes that start running. The Windows firewall is OFF. Instead of
lsass.exe constantly increasing the bytes I/O Read/Written in Task Manager (as
in Pentium 4 HT chips), one of the SVCHOST.EXEs is doing it (AMD Athlon chip).
Any ideas?
