Long delay starting programs after dial-up connection

Hello,
I would be grateful if someone can help me solve this problem.
After I have established a dial-up connection I have to wait some one to 2
minutes before outlook express or internet explorer starts.
If I start the programs before I establish the connection all is well.

Where are you starting the internet connection from?

When you open Outlook Express does it open to Outlook Express or to your
Inbox?

When did you last run Disk CleanUp, compact your Outlook Express files and
run Disk Defragmenter?

How much RAM memory do you have? Try Ctrl+Alt+Delete to bring Task
Manager and select the Performance Tab. What is the Total, the Commit Charge
and the Peak?

How large is your hard drive? Is it partitioned? How much free space on
each drive / partition. How is the drive formatted -FAT32 or NTFS. To
get this information whilst in Windows Explorer place the cursor on each
drive in turn, right click and select Properties.

What is the CPU?
