Looking at a PC for a friend. When starting the PC the
welcome screen appears with her profile 'Owner'. When she
clicks on this it will start to load settings, flashes a
wallpaper, then goes to saving settings and is back on the
Welcome screen. Trying to start in safe mode does the same
thing with either Administrator or the Owner account. It's
running Home Edition. Any clues?

Yep, one of the first places I went and it looked like it
was going to work because it held on the wallpaer for a
minute or so and then just went back to the Welcome
screen.

safe mode command prompt takes me to the safe mode welcome
screen with the administrator and owner accounts, but no
command prompt and I get the same results clicking on
either profile.
