When I reboot, my welcome screen does not appear. I am
logged on automatically to the first user account I
created. Even if I switch to windows 2000 logon format,
this happens. When my screen saver comes on, the welcome
screen appears as it should (I set it this way in display
properties). Anyone know why my security does not work?

This is probably because you have autoadminlogon / autologon enabled.

If you goto the windows registery, you can disable autologon.
To do that, follow the steps below:

1. Click Start
2. Run
3. regedit
4. Then goto key "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon"
5. Set AutoAdminlogon = 0

if you have Autologoncount, set to 0
Reboot the computer.

Alternatively, use the checkbox you will find if
you start / run
control userpasswords2
Here you will find the checkbox that the Help System
describes (but inaccurately as in the User Accounts
control panel applet).
