Logging in as administrator for user account

I need to be able to log in as an administrator on a
users account to make changes in internet accessibility
and content ratings. I haven't figured out how to do this
yet. If I go into the user's settings in the content
advisor, and I put in an address, or make a change, it
says I must be logged in as administrator to make the
changes. Also, I would like to make the changes just for
that user, and leave my settings alone. How do I do this?
I have looked through the newsgroups, but no success.

Hi Olds,

Content Advisor settings in Internet Explorer apply to all users on the
local computer and cannot be changed by users who are not administrators on
the local computer. You cannot create different Content Advisor settings
for different users on the same computer.
