Administrator account

Is there a difference between the Administrator (with administrator
privileges) account and a user given administrator privileges?

The reason I ask is that on several occasions I've seen fellow employees who
could not open modify the device manager. They got a message that they need
to be the administrator. But they had administrator privileges for their
machine. When they log in with the user ID of administrator then they can
change/see the device manager seetings.

Does this make sense to anyone??

It could be that they also have User privileges too and that anyone under
User may be prevented from accessing this snap-in.

Try going into the User Management snap-in (LUsrMgr.MSC) and check each user
to see if they are a part of both 'Users' and 'Administrators'. If so,
remove 'Users' from each account OR all desired accounts from the 'Users'
group.
