Please Help - Need to log in as administrator for user account

I need to be able to log in as an administrator on a
users account to make changes in internet accessibility
and content ratings. I haven't figured out how to do this
yet. If I go into the user's settings in the content
advisor, and I put in an address, or make a change, it
says I must be logged in as administrator to make the
changes. Also, I would like to make the changes just for
that user, and leave my settings alone. How do I do this?
I have looked through the newsgroups, but no success.

This is the second time I have posted this. Please
respond.

First, login as an administrator, add the other user to
the administrator's group, logoff, login as the other
user, make the changes you want to make, logoff, login as
administrator again, remove that user from the
administrator's group.
 
Are you logged in as the administrator and not a user
if u created a user name chk under control panel users
and then the user name and see if that user name u are
using has admininstrator rights. ......chk all boxes for
that user that makes the user administrator.
