locking off all but desktop

Is there any option or way in win xp home to lock off all but the desktopo so my kids can only strt there games and have option to shut down pc without the start button diplaying all the contnts off what is installed in my pc.

You can modify some settings using Doug Knox's Security Console:

You could also delete shortcuts from Documents and
settings\<username>\Start menu\programs to choose which programs
appear on the start menu.
