Shut Off option disappears

For some unknown reason, my Shut-off/Restart window has disappeared.
Normally, I click on Start and the option is there; when clicked on it pops
up on my Desktop >to select which option, Shut-off, Restart, or Cancel. Now
it is gone. What on earth...?

I never 'touch' my Registry. Utilize Ad Aware, Windows Defender (ON); Auto
Updates; Spyware Blaster; Avira (all run daily); XP Pro; had no viruses or
Trojans ever on this computer.

There is no "Start Menu and Taskbar" link on mine - only Start (and it's
empty as I planned long ago).

Don't know how to look for NoClose in Registry.

How did you "plan" to have the Group Policy "Start" template empty? Did
you install or build a special .adm template? The default
Administrative Templates are in the System.adm file, try adding the
template back to the Group Policy Snap-in. To do so:

Click on "Administrative Templates" to highlight it then click on the
Action menu at the top and click on Add/Remove Templates. In the new
window/box that opens click on the Add button and navigate to the
Windows\inf folder and load the System.adm template.
