Turn Off Computer option disappeared from welcome screen

The option to turn off the computer has disappeared from the welcome screen.
I now need to log on before I can shutdown. I have tried changing to the
classic windows log on screen but shut down is greyed out. Am now back to the
welcome screen, looking for some advice on this. XP Home SP2 auto updates on.

Ok Sorry for wasting your time.... Fixed it by Changing the
"ShutdownWithoutLogon" value in registry to 1.
Still don't know what caused it in the first place.
