Turn off computer Icon missing ?

Hi
when i am logging off XP home or changing users my pc returns to the
welcome screen
but the option to TURN OFF COMPUTER is not there can you tell me how to
restore it

Here are the steps to Enable it :
1. Click "Start" button.
2. Click "Run"
3. Type "secpol.msc" (Without quotes)
4. Expand Local Policies
5. Click Security Options
6. On the right side, double click "Shutdown: Allow system to be shut down ....."
7. Enable it.
