User Configuration - Administrative Templates - Control Panel - Display
set Screen Saver to enabled, provide screen saver executable name (so users won't be able to disable the feature by setting nonexistent names), usually its logon.src. Password protect the screen saver - enabled, and specify time limit in Screen Saver Timeout.
I usually also set up "Hide Screen Saver Tab" to enabled because I dont want users to be able do to anything here.
