Lock and CHange Password are greyed out???

When I hit CTRL+ALT+DEL "lock" and "change password" are greyed out. Does
anyone know what would cause this? It's not a group policy because other
machines in my OU and user groups do not have the problem.

It's definitely a policy setting.
