Location of TIF Folder

Somehow my TIF, History, and Cookies folders has been moved to the Temp
folder. Using Tools to "Delete Cookies" has no effect.
I have no idea how or why this happened, but I would like to move the TIF
folder back to its "default" location.
Can someone tell me where that should be?
And maybe how and why it got moved?
 
Open Internet Options, Temporary Internet Files, Settings, Move Folder.

Default location is:
%USERPROFILE%\Local Settings\Temporary Internet Files
