.tif files distorted in multiple image viewers

I have an issue where I'm viewing a .tif from a SharePoint site and
when the Windows Picture and Fax Viewer comes up, the image will be
distored, having black marks/streaks obscuring most of it. This has
also manifested itself in Paint and the QuickTime Picture Viewer.

The same .tif files work fine for other machines and if I recreate the
Windows profile it will work, but only for a few days.

Steps already taken:

-Unregister/reregister and replace shimgvw.dll
-Reassociate the file extensions for .TIF and .TIFF to multiple other
image apps
-Changed default printer (I know with some ActiveX viewers the default
printer driver can cause strangeness...not sure if it's tapped in this
case though)
-Dumped inet cookies/temp, did a Disk Cleanup, dumped stuff from the
Temp folder that both of those miss

The machine we're working with is remote so I'd rather not try sfc
since the user doesn't have the Windows disk (if I'm shipping
something, may as well make them ship the machine to me for reimage).
I can't use Irfanview so please don't suggest that (I'm really looking
for a resolution rather than a workaround anyway since this has
happened before and magically fixed itself leaving me with no idea of
a real solution :D ).

We were able to narrow the issue down to something in IE. The images
opened normally using other browsers just fine. We installed IE7 and
the issue seems to have been resolved.
