Local Settings

I have had instructions to go to Documents and Settings\My User Name\Local
Settings\temp. When I bring up Documents and Settings\My User Name
there is no Local Settings. Where do I find this Local Settings?
I think I need this to correct a fault in Excel Thanks
 
You have to show Hidden files and folders. Open My Computer go to Tools,
Folder Options, View, and click on show hidden files and folders.
