Local Policy does not allow logon interactively

I rebooted my laptop and now I cannot log into the system.
After the reboot ASP.net and Guest users appeared when
they didnt previously. Which ever user I try I receive the
message "The local policy of this system does not permit
you to logon interactively". I have tried all users with
the same result. Repairing XP didn't work, can anyone help?

If you have access to the computer over a network:

If you have no network access, the procedure in the last link might be
doable with an offline registry editor as well, e.g. this one:
