Can't Log in with "User" rigths in the domain

I have a Windows Server 2003 with all windows XP Pro PCs clients running.
But only if the user is added in the Administrator group then they can
logon. they are using XP Profesional as a client computers. If they do not
belong to the Administrators Group they receive a Message like this:
"The Local Policy of this system does not permit you to logon interactively"

Can some one help me solve this issue Please!!!

n Active Directory, if a Group Policy is set to Deny Logon Locally, users
will encounter this error. Since this is a rather unexpected effect, it may
have resulted from an attempt to prevent ordinary users from logging-on to
the server console by setting this policy.
