"LoadLibrary failed" message (Windows XP Professional)

I'm trying to register a .dll file using the DOS command prompt by executing regsvr32. Then regsvr32 displays the following message
LoadLibrary("libraryname.dll") - failed. The specified module could not be found

We try to register the same .dll in the same manner in another Windows XP Professional workstation and it worked fine. We also tried the Admin account unsuccessfully. What could be wrong or missing
