When ever I open a link it opens very small. This is new.
I have tried clicking the link while hlding ctl as well
as shift. I have resized the window and it will work for a
while but then revert back. Any thoughts.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
